Capital expenditure represents major investment in new and improved assets, and is therefore an important element in the development of the Council's services.
The aim of the Capital Strategy is to provide a clear framework for funding and investment decisions in respect of capital assets, in the context of the Council's:
· Vision and values,
· Corporate objectives and priorities,
· Financial resources, and
· Spending plans.
